Cumberland County man charged with obtaining property by false pretense and failing to perform work following payment

North Carolina Insurance Commissioner Mike Causey announced today the arrest of Pernell Junior Shoulars, 46, of 1613 Middle Creek Court, Fayetteville. Shoulars is charged with obtaining property by false pretense, a felony, and failure to work after payment, a misdemeanor.

According to special agents with the N.C. Department of Insurance’s Criminal Investigations Division, Shoulars, a contractor, took $6,000 in a downpayment for concrete work and did not perform the work described. Shoulars admitted to not finishing the work and did not return funds to the person who hired him, who then filed a claim with their insurance company. 

The incident occurred on Jan. 19, 2024, according to the arrest warrants.

Shoulars was arrested on Nov. 13 and released on a $10,000 unsecured bond. He is set to appear in Moore County District Court on Dec. 4.

“Property owners should be aware that there are bad actors working as contractors, and should never agree to work without getting details in writing,” Commissioner Causey said. “Our law enforcement officers are aggressively pursuing and prosecuting this type of criminal behavior in North Carolina.”
