Suspended insurance agent arrested; he faces 55 felony counts for defrauding customers more than $300,000
Texas Department of Insurance, March 4, 2025
A suspended Houston insurance agent was arrested for insurance fraud on Feb. 25, 2025, after being indicted on 55 felony charges.
A Texas Department of Insurance investigation shows Mark Davis Lunsford sold fake insurance policies and stole over $318,000 in premiums from clients seeking coverage for homes, properties, and small businesses.
According to indictments filed in Bexar County, many of the victims, including older Texans, said they considered Lunsford to be a trusted friend, and only discovered the fraud when trying to file insurance claims on policies that didn’t actually exist.
If convicted, Lunsford faces up to life in prison, a fine of up to $10,000, and court-ordered restitution.

An indictment is a formal accusation of criminal conduct, not evidence. A defendant is presumed innocent unless convicted through due process of law.
